Understanding the new Code of Practice and Dispute Resolution Scheme

Protecting New Zealand’s reputation as a high quality education destination is at the core of the new Education (Pastoral Care of International Students) Code of Practice 2016 and International Student Contract Dispute Resolution Scheme Rules.
The new regulations, which replaced the old Code of Practice for the Pastoral Care of International Students from 1 July 2016, help ensure that international students in New Zealand receive high quality care and support from their education providers, and that their financial disputes with education providers can be resolved quickly and fairly.
This breakout session will provide an overview of the new arrangements and how they are being implemented:
- Wenhua Yang, Senior Policy Analyst from the Ministry of Education, will explain the rationale for the change and outline the key differences between the new regulations and the old Code of Practice.
- Belinda Himiona, Manager of Quality Assurance Strategy at the New Zealand Qualifications Authority, will outline NZQA’s role as the Code Administrator under the new Code of Practice, and present the guidelines to help you follow the Code.
- Derek Pullen from FairWay Resolution Ltd, Scheme Director for the Dispute Resolution Scheme, will outline FairWay’s role as the operator of the scheme and how the scheme will be run.
- Belinda and Derek will also explain how NZQA and FairWay will work together so complaints are dealt with quickly under the appropriate regulation (the Code and/or the DRS).
